The stand-off lasted more than seven hours, before a man and woman was "resolved peacefully" at 2.45am, police say.
The emergency situation was declared under the Public Safety Preservation Act (PSPA) at 7.16pm and police have established an exclusion zone bounded by Stanley St and Mee St.
A QPS spokesman would not reveal what weapon the man had armed himself with but confirmed it was not a gun.
